Director, Regulatory Affairs

One (1) permanent, full-time position – London, ON

 

Your excellent leadership, management skills and expertise with corporate strategy and regulatory issues will enhance your success as the Director, Regulatory Affairs within London Hydro’s Finance Department. 

Under the direction of the Vice President, Finance and Chief Financial Officer, or designate, you will be part of the leadership team and will be responsible for internal and external strategy, analysis, implementation, advice, policy, compliance and communications on regulatory and legislative matters (including but not limited to Ontario Energy Board, IESO and EDA matters). You’ll also be in charge of keeping senior management and the Executive abreast of regulatory requirements and risks such that internal business practices are optimized/ reflective of regulatory and legislative requirements. You will also contribute more broadly towards developing and ensuring that the goals, objectives and strategic plan of the corporation are achieved. 

JOB DUTIES

As part of your responsibilities as the Director, Regulatory Affairs, you will:

  • Manage all Ontario Energy Board applications for rates, licenses and regulatory filings, and participate in regulatory proceedings. Prepare thorough, persuasive narrative evidence, arguments, models (including rate design), forecasts and analyses in support of corporate positions in rate and regulatory applications/filings. Provide company representation/testimony, case management, witness preparation and support. Liaise with external counsel as appropriate. Manage and ensure the quality and accuracy of submissions to interventions in external regulatory proceedings, regulatory consultations on codes and guidelines. Ensure that corporate records pertaining to regulatory affairs are organized, maintained and accessible.
  • Interpret, analyze and implement (when appropriate) existing and proposed regulatory legislation, codes, guidelines and market rules. Coordinate corporate operational and reporting compliance. Provide information, education and/or advice regarding regulatory strategy, policy and compliance to senior management, the Executive and/or the Board of Directors. Present alternatives and recommend policy positions.
  • Represent the corporation, maintain beneficial business relationships, and advance the Company’s position through participation in external stakeholder (e.g., OEB, IESO, EDA) committees, proceedings and consultations.
  • Oversee the settlement process and compliance with annual regulatory filings (e.g., RRR, OEB Scorecard).
  • Assist with the identification, evaluation and monitoring of the company’s operational and strategic risks. Ensure that risk management policy and process is reflective of applicable regulation and corporate strategy. Oversee, maintain and provide risk management reporting.
  • Oversee corporate insurance matters. Ensure annual insurance reviews are prepared and submitted.
  • Coordinate and ensure the execution of special projects involving a broad range of business issues, in consultation with the Executive and/or senior management.
  • Participate in setting corporate and division goals and targets. Ensure corporate goals, targets, policies and legislated regulatory requirements are being met internally and externally.
  • Assist with privacy matters, Freedom of Information requests and complex customer rate inquiries.
  • Promote, encourage and ensure the development, professionalism, and health and safety of the department’s team members.
  • Ensure personal and direct reports’ adherence to all Occupational Health & Safety Act rules and regulations, IHSA safety rules, London Hydro Safe Work Practices, Environmental Policies and Health and Safety policies. Ensure all accident reports are reviewed and corrective action taken. 

QUALIFICATIONS

The experienced candidate for this important role must be able to meet the following requirements:

  • Successful completion of an Honours Bachelor degree from a recognized university PLUS additional education/certification in a relevant field of study (professional designation, degree in law or graduate degree, considered an asset).
  • Minimum eight years of relevant, progressive experience.
  • Minimum five years’ progressive experience in a utility environment, covering all regulatory and legislative matters pertaining to the Ontario electricity distribution industry.
  • Knowledge of Ontario Energy Board (OEB) code, regulations, procedures, record-keeping and reporting, rate applications and filing requirements.
  • Experience liaising with senior management and external agencies.
  • Professional and effective oral, written, presentation and interpersonal skills.
  • Proven ability to prepare detailed models and analyses of rates and related financial data.
  • Advanced proficiency in the use of Microsoft Word and Excel.
  • Strong leadership, management, and supervisory skills. Ability to establish and maintain positive and effective cross-functional relationships at all levels of the organization.
