Position Summary: The Director, People & Culture is primarily responsible for partnering with the business to design, develop and implement strategies that will attract, engage, and develop employees and build upon a high-performance culture. The incumbent will provide strategic HR & labour relations advice, improve business practices, lead complex projects and ensure compliance with relevant regulations and policies. As a member of the Senior Leadership Team (SLT) the incumbent actively supports a ‘whole of organization’ approach by putting sufficient focus on: predicting & responding to customer needs; building an engaged employee culture; and, continually seeking better solutions through productivity, technology & innovation. The incumbent successfully influences organizational and cultural changes needed to achieve strategic objectives by cultivating commitment to change and helping employees overcome resistance to change.

Major Responsibilities:

  1. Ensure the CEO and Senior Team are kept informed of emerging issues and progress on key work plans, critical business decisions, and the status of established goals & objectives.
  2. Lead & manage all human resource functions through a business partnering service model to provide relevant and responsive frameworks and procedures to support the effective functioning of the business.
  3. Contribute to the development of a collaborative high performing organizational culture by building employee and organizational capability, utilizing strategic recruitment and retention strategies to attract and retain top talent. 
  4. Provide sound and expert advice to leaders on operational people matters, risks, issues and trends to keep managers informed and supported including coaching managers in labour relations, employee engagement, and workforce planning issues.
  5. Develop, implement and monitor systems, policies and procedures to ensure compliance with legislative requirements and standards.
  6. Support the development of labour relations strategies and the negotiations Mandate, as well as lead the collective agreement process and Management Committee.
  7. Develop, support and lead training and development programs and initiatives across the organization.
  8. Provide leadership by setting clear work objectives, assessing performance, providing feedback, and development and coaching to build employee capability.
  9. Manage complex workplace people issues including grievances, performance improvement, conduct and other investigations, disciplinary matters to build a harmonious and productive working environment.
  10. Identify, analyze and review emerging people and culture policy issues and trends, review and interpret relevant areas of research and provide evidence-based and industry best practice recommendations.
  11. Manage the annual performance evaluation and incentive pay programs, ensuring the program(s) integrity and that all leaders are setting objectives and reasonable measures of success, tied to both merit and incentive pay expectations.
  12. Develop and undertake a progressive and interactive onboarding process for all new employees.
  13. Ensure compensation is administered per the Collective Agreement and initiate changes as required.
  14. Administer group benefits and pension plan, respond to inquiries and update employees and retirees as required. 

Skills and Abilities:

  • Advanced oral and written communication skills

  • Intermediate use of MS Office software particularly Excel
  • Demonstrated ability to prepare and deliver presentation and training materials at various levels
  • Demonstrated ability to maintain confidentiality and professionalism
  • Ability to communicate difficult and/or sensitive information tactfully
  • Ability to prioritize and execute tasks in a high-pressure environment

Knowledge:

  • Advanced knowledge of Ontario employment law including the Employment Standards Act, Ontario Human Rights Code, Accessibility of Ontarians with Disabilities Act
  • Advanced knowledge of Occupational Health & Safety requirements as it relates to individual, organizational and operational requirements
  • Advanced knowledge of employee entitlements under the group benefit plan and OMERS pension plan Intermediate knowledge of compensation systems, organizational planning, organizational development Intermediate knowledge in recruitment and employee relations 

Experience and Education:

  • 10+ years progressive experience in a senior Human Resources role
  • Experience in Industrial Relations an asset
  • Diploma in Human Resources Management or Bachelor’s Degree in related field
  • CHRP or equivalent required
